INDIAN OCEAN UNION


CONSTITUTION

The name of the club or society shall be the :

INDIAN OCEAN UNION ( IOU )

Herein after referred to as the club/society.

Aims :

  • This union will represent the Indian Subcontinent in the cultural and sporting activities.
  • This union will promote the cultural, sports and related activities of the Indian subcontinent.
  • This union will organise functions such as movie screenings and dance nights to entertain its memebers.

    Affiliation :

    Clubs and Societies Clause :

    The Provision of this constitution shall be construed subject to the provision of the constitution of the Clubs and Societies Council and anything in this Constitution of the Clubs and Societies Council or with a standing resolution made under that constitution shall, to the extent of the conflict, be without force or effort. Where a constitution or a standing resolution of the Clubs and Societies Council makes provisionfor a matter or thing not otherwise provided for in this constitution, that provision shall take effect if it were contained in this constitution.

    Membership :

    Annual fee and duration of Membership :

    The annaul fee for membership shall be set by the committee. Membership shall run from the payment of the fee until 20 march the following year.

    Ordianary Membership :

    Membership shall be open to all members of staff and student of Monash University who subscribe to the aims of the club and who pay the Annual Membership subscription as determined by the committee.

    Associate Membership :

    Associate memberhip which shall not total more than 10% of all membership or fifteen people, whichever is lesser, membership shall be open to persons other than members of the Monash University Union who subscribe to the aims of the club. Such membership will be determined by the committee.
    Associate members shall have all rights of ordinary members except they shall not be allowed to vote, hold elected office, receive direct clubs and societies subsidies or borrow equipment.

    Honarary Membership :

    Honarary Membership may be conferred on those who have made a substantial contribution to the club as determined by a two third's majority vote at club general meeting. If an honorary member is not a member of the monash University union he/she shall not be allowed to vote, hold elected office, receive direct clubs & society subsidies or borrow equipment.

    Disapproval of membership :

    A member may only be expelled or an applicant may only be refuse membership by a decision of a General meeting of a club. That person must receive seven days written notice of this intention an have the oportunity to attend that General meeting and be heard.
    Any person whose membership application is revoked/ refused may appeal to the clubs and societies executive within 4 academic weeks. The executive's decision shall be binding.

    The committee :

    The committee shall consist of 4 elected members. Office bearers shall be President , Vice-President, Secretary, Treasurer and joint secretary.

    The Duties of the President shall be :

  • To chair committee and general meeting.
  • To co-ordinate activities within the club committee.
  • To submit an annual report to the club AGM.
  • To act as a spokesperson for the club.
  • To attend Club and Societies Council meetings (unless Secretary, Treasurer or another nominated delegate attends the Council meeting).

    The duties of the Vice-President shall be

  • To assist the President in his or her duties.
  • To fulfil such other duties as the committee may resolve.

    The Duties of the Secretary shall be

  • To arrange committee meetings and general meetings and ensure that proper notice is given.
  • To prepare agendas and minutes for committee meetings and general meetings, and liaise with the Club and Societies office to ensure such documents meet Clubs and Societies requirement.
  • To handle inwards and outwards correspondence for theclub, and to check the club letterbox.
  • To keep ad up-to-date register of all members of the club.

    The Duties of the Treasurer shall be

  • To keep the club's financial books up to date and in accordance with prescribed accounting requirement at all the times;
  • To prepare an overall club's budget, including both income and expenditure, at least annually;
  • To collect and bank all income in a cheque account;
  • To prepare the club's books of audit twice yearly;
  • To present a financial report to the club AGM;
  • To liaise with the Club and Societies office on any prescribed financial requirements.

    At all general meetings

    1. Any financial ordinary member of less than five days standing shall have speaking rights, but voting rights.

    2. Any financial ordinary member of not less than five days standing shall have full voting and speaking.

    Quorum

    The quorum for a committee meeting shall be at least a simple majority of the committee members, with atleast one of President, Secretary or treasurer present.
    The quorum for a General Meeting shall consist of fifteen financial and ordinary members or ten percent of financial and ordinary members, whichever is the fewer.

    Amendments To the constitution :

    The constitution may be amended by a two third majority vote at any general meeting, provided that
  • Ten calender days written notice of the proposed amendment has been circulated to all club members; or
  • A notice appears in the University Union daily News sheet for ten academic days listing the location on the Clayton campus of monash University where the proposed amendments can be viewed.

    Any amendments to this constitution shall have no effect until ratified by the Clubs and Societies Executive.

    Assets :

    All club assets are the property of the clubs & societies council.
  • No disposal of tangible assets throught resale, donation, transfer or by any other means can be made without the approval of clubs and societies Executive.
  • In the event of the deregistration of the club the Clubs and Societies Council shall have an immediate right to possession of all assets of the club.

    Interpretation :

    In this constitution, unless the contrary intention appears, words and expression shall have the same meaning as they have in the constitution of the Clubs and Societies Council.
